Is it blinking or flashing?

Missouri is experimenting with flashing yellow left-turn arrows at traffic intersections. (Some other states already use them.) The familiar sign above is apparently too confusing.

The flashing yellow arrows mean turn with caution after yielding to oncoming traffic and pedestrians. It St. Louis it means crunch!

They've had one in Creve Coeur for about 2 years now...right at Olive and the AMC movie theatre. When I first came upon the blinking yellow arrow...I was really confused for a moment. It did make me stop and be more careful. But I can't help but think confusion and driving is not a good mix.

We have blinking green arrows which confuses the hell out of me. It means basically, go if the traffic permits. I mean, don't we always wait for clearance?
